As a member of the Town of Avon Planning Board for three years, and now as Chair since May 2024, I'm deeply involved in shaping our community's development.
The Town Planning Board plays a crucial role in local land use and development. Its primary responsibilities include:
Regulatory Review: The board has significant regulatory powers, primarily through:
Subdivision Review: Approving the division of larger parcels of land into smaller lots for development, ensuring proper layout, access, utilities, and compliance with regulations.
Site Plan Review: Examining proposed designs and layouts for new or expanded projects on specific parcels to ensure they meet local standards and integrate well with the surroundings.
Special Use Permits: Reviewing applications for uses that are generally permitted in a zoning district but require special conditions or considerations due to their potential impact.
Advisory Role: The Planning Board also acts as an advisory body to the Town Board on various land use matters, including proposed zoning changes and other planning-related issues.
Environmental Review (SEQRA): Planning Boards are responsible for ensuring compliance with the State Environmental Quality Review Act (SEQRA), which requires assessment of potential environmental impacts of proposed projects.
As the Chair of the Planning Board, my role is to ensure efficient and effective meetings that adhere to legal requirements and foster productive discussions. This involves:
Managing the Flow of Discussion: During meetings, I facilitate the discussion, keeping board members focused on the relevant issues and ensuring that all parties, including applicants, the public, and board members, have an opportunity to speak.
Ensuring Procedural Compliance: I ensure that all procedural steps are followed consistently, from opening public hearings to making findings and motions. This includes adhering to the Open Meetings Law, which requires that all board business be conducted in public.
Maintaining Order: I maintain order during meetings, particularly during public comment periods, ensuring comments are relevant to the application at hand and respectful. I may set time limits for speakers and rule comments out of order if they are irrelevant or disruptive.
Facilitating Decisions: I guide the board through the decision-making process, whether it's approving, denying, or making recommendations on applications. This often involves ensuring that motions are made clearly and that resolutions outlining the board's decisions and reasoning are properly drafted and adopted.
Liaison and Training: I also have a role in working with town staff and ensuring board members meet their annual training requirements as mandated by state law.

As a member of Avon's Comprehensive Plan Committee from February 2024 to March 2025, I actively participated in creating the Town's blueprint for future growth and development. Our committee, comprised of residents with diverse expertise, met monthly to define a vision for Avon, establish goals, and set a flexible framework for future decision-making, adapting to changes in demographics, technology, and law. My priority, if elected, is to ensure the implementation of the numerous recommendations we made, which include updates to zoning and other laws, infrastructure investments, and improvements to government efficiency and communication.
